THE PROPOSAL

The  proposed scheme will deliver around 100 quality sustainable homes, including affordable housing, a new community facility, public open space, a children’s play area, sustainable drainage and enhanced landscaping.  A new vehicular access is proposed off Laughton Road as well as potential pedestrian accesses to the north and east of the site.

The application will be made in outline so details relating to Layout, Landscaping, Scape and Appearance will be addressed at Reserved Matters stage in the future. Therefore, at outline stage, the key matters for approval will be around the principles of development and a ‘Parameter Plan’ will be submitted to define elements such as the extent of development, the location of the new vehicular access and points of pedestrian and cycle connectivity.

The submitted information will also include a Design and Access Statement that will present an Indicative Layout. The Indicative Layout Plan is provided below. This will be used to demonstrate one way in which the proposed new homes, community facility and associated green space and infrastructure could come forward in compliance with the Parameter Plan. The submitted information will also explain how detailed proposals could be set out to deliver;

  • A range of household sizes and tenures, informed by housing mix planning policy and local need. A mix of house types and sizes will be delivered on the site;
  • Land for a community facility such as a small shop;
  • Newly accessible areas of open space that are likely to include a new children’s play area, measures to enhance biodiversity and sustainably manage surface water drainage. The proposals currently show a considerable amount of public open space;
  • New residential streets that are characterful and that could include tree-planting;
  • A new environment that offers safely and security to both new and existing residents, adopting a layout structure that encloses rear gardens securely within perimeter blocks, and positioning front doors to address streets and areas of open space;
  • Buildings of an appropriate scale, with reference to the local context;
  • A movement framework that gives priority to pedestrians and cyclists, establishes streets that maintain low vehicle speeds, and provides footpath connections to the adjacent area;
  • A considered approach to the provision of car parking for both residents and their visitors; and,
  • Buildings materials and/or detailing, new planting and spaces that could include reference to local character.
