The adopted Development Plan for the Site comprises of the Harborough Local Plan 2011-2031 (April 2019), the Leicestershire Minerals and Waste Local Plan up to 2031 (2019) and Lubenham Neighbourhood Plan (March 2017). All planning applications must be determined in accordance with the adopted Development Plan, unless material considerations indicate otherwise.
The site is currently outside of the Lubenham settlement boundary. Lubenham is identified as a ‘selected rural village’ in the Local Plan. Barratt acknowledge that this is a rural location and the scheme has been designed to reflect this and incorporate a community use to resident access to required facilities.
Harborough District Council is in the process of producing a new Local Plan. The Regulation 18 consultation was undertaken in February 2024 and the Regulation 19 consultation is expected to take place in Q1 this year. This Plan is expected to include proposed allocations to meet increased housing needs. This plan will currently be given no weight in the determination of planning applications.
